TITLE VI
Title VI of the Civil Rights Act of 1964 (Title VI) requires that no person in the United States, on the grounds of race, color or national origin be excluded from, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance. Presidential Executive Order 12898 addresses environmental justice in minority and low-income populations. Presidential Executive Order 13166 addresses services to those individuals with limited English proficiency.

Interpretation and Translation Services
In accordance with the Safe Harbor Provision outlined in FTA Circular 4702.1B, Chapter III, Section 9, CTS monitors the language needs of individuals with limited English proficiency within its service area. Spanish, Arabic, and Chinese meet the Safe Harbor threshold for the CTS service area; therefore, translated versions of vital documents are available in these languages. Translation and interpretation services for other languages are also available upon request.
